What we do
Dubai has 32,294 licensed brokers across 9,785 offices (Dubai Media Office, 2025). Every one of them sits on years of past buyers, sellers, landlords and tenants that they almost never call. Since DLD Circular 02-2026 stopped brokers from calling owners they've never done business with, those past clients are also the one database a brokerage is still clearly allowed to work. EstateEngine Voice is the system that reactivates them.
We call every past client in your database, within UAE calling rules, and book the interested ones with your agents. The AI opens with who it is and why it's calling, asks permission, and only speaks from the knowledge base you approved. Every control the regulator cares about is enforced in the database, not in the LLM prompt.
Why now
On 26 February 2026, Dubai Land Department's Circular 02-2026 banned brokers from calling owners and investors they have no prior business with. The penalty is a 3-month suspension and an AED 50,000 fine. The exception is clients the brokerage has a documented transaction with. Most brokerages have thousands of them, and nobody calls them.
Federal rules sit underneath. UAE Cabinet Resolution 56/2024 sets the hours (09:00 to 18:00), the recording notice, the retry caps, the registered-number requirement, and expressly permits automated calling systems that follow those rules. The window is clear and narrow: the past-client database is the one outbound motion a brokerage can still work.
