Your database is the only legal list you’ve got.

Since 26 February 2026, calling owners and investors you’ve never done business with carries a 3-month suspension and an AED 50,000 fine. Here’s how reactivating your past clients compares to the three plays brokerages are still trying.

The job to be done

Every brokerage wants the same thing: more conversations with people who could buy, sell, rent or renew in the next 90 days. Four ways to get there. One of them is legal, cheap, and sitting in a spreadsheet you already own.

Why three of these are dying

Buying lists stopped working on 26 February 2026

DLD Circular 02-2026 made it explicit. If the person you’re calling has not transacted with your brokerage, you don’t have a lawful basis. The circular names cold-calling as the specific prohibited behaviour. The exception written into the circular is prior business. There is no fourth exception.

Portal leads are a bidding war you don’t win

If you’re only responding to new enquiries, you’re paying Bayut and Property Finder to compete with 40 other agents on the same phone number. The response window is in seconds. The conversion math has been getting worse every quarter.

New-lead AI responders solve the wrong problem

Vendors answering portal enquiries fast, that’s useful. It’s not the biggest list in your business. Your past clients are. A good brokerage with 5 years of history has 3,000–15,000 names it never calls back.

Your past clients are 90% of the opportunity

About 40% of Dubai brokers were new in 2025 (13,083 out of 32,294). Those relationships walk out the door with the agent. The brokerage keeps the data but not the memory. The AI reads the data back into memory and calls every row that has a lawful basis.

What AI past-client reactivation actually does

  1. Upload your past clients. Any spreadsheet or CRM export. We check each row for a documented transaction, normalise numbers to E.164, and remove anyone who opted out of any previous campaign.
  2. Set the goal. Selling, renting, buying again, a new launch, a renewal. The AI learns your communities and your offer.
  3. Three outcomes per conversation. Callbacks for clients ready to talk now. Nurture dates for clients whose timing is a few months out. A referral offer for happy clients, open to sharing our details with anyone thinking about their property plans. Every result lands with a named agent on WhatsApp or email, with the recording and the callback time.

When each of the alternatives still wins

  • New-lead AI responders win if your only pain is portal response time and you have no past-client database to speak of. Pair them with us later.
  • In-house SDRs win on high-ticket off-plan launches where a human relationship closes the AED 20M villa. Use them for the top of the pyramid; let AI work the base.
  • Offshore call centres on bought lists don’t win anywhere since 26 February 2026. If a vendor is still pitching this, show them the circular.

Hear it call you. Fifteen minutes, your phone, your community.
