Cheap per hour. Expensive per licence.
Offshore call centres were the quiet default for Dubai brokerages until February 2026. Here’s what changed, and what works instead.
The job to be done
Call enough people every day that your agents’ diaries stay full. For most brokerages this used to mean 2–3 offshore agents dialling a bought list of owners. The economics worked. The compliance never did.
What changed on 26 February 2026
DLD Circular 02-2026 made the practice explicit: calling an owner or investor you’ve never transacted with is a prohibited act. The penalty is a 3-month suspension and an AED 50,000 fine. The circular writes one exception into the rule, prior business. A bought list, by definition, does not meet it.
Offshore agents can keep making the calls. The licence belongs to the brokerage, not the agents, and the regulator writes to the brokerage.
The comparison
| Offshore call centre on a bought list | AI reactivation of past clients | |
|---|---|---|
| Who gets called | Owners you’ve never spoken to | People you’ve already done business with |
| Legal basis per contact | None | Documented transaction, stored per row |
| Fine exposure | AED 50,000 and 3-month suspension per confirmed violation | None by design, the dialer refuses rows without evidence |
| Script enforcement | Agent discretion | Locked opening, recording notice and purpose the AI can’t skip |
| Hours | Agent discretion | 09:00–18:00 Asia/Dubai, enforced in SQL |
| Opt-outs | Manual spreadsheet, often lost between shifts | Instant suppression across every campaign |
| Real estate depth | Reads a script | Knows your communities, owner context, specialist handoff |
| Audit trail | None you can defend | Per call: who, basis, number, time, disclosure, outcome |
When offshore still wins
It doesn’t, under the new circular, if the list is bought. If you’re calling your own past-client database with offshore agents, the lawful basis is fine, but the real estate memory, the suppression logic, the retry rules and the audit trail still aren’t. All four fail under scrutiny.
What AI past-client reactivation does instead
Three outcomes per conversation: callbacks for clients ready to talk now, nurture dates for clients whose timing is a few months out, and a referral offer for happy clients, open to sharing our details with anyone thinking about their property plans. Every result lands with a named agent on WhatsApp or email, with the recording and the callback time.
Common questions
- Can we move our offshore team onto our past-client list and keep going?
- You can. You’ll still need the suppression, the hour window, the recording notice, the per-contact evidence trail and the retry rules enforced somewhere other than a shared Google Doc. That’s what we built.
- What if we only use the offshore team for languages we don’t support?
- Reasonable. English only for now; Arabic is on the roadmap once tested. The AI handles the volume base; your team handles the exceptions.
